Local Control and Accountability Plan (LCAP)

The LCAP is a three-year plan that describes the goals, actions, services, and expenditures to support positive student outcomes that address state and local priorities. The LCAP provides an opportunity for local educational agencies (LEAs) to share their stories of how, what, and why programs and services are selected to meet their local needs.

EPA Spending Plan

The Education Protection Account (EPA) provides local educational agencies (LEAs) with general purpose state aid funding pursuant to Proposition 30, The Schools and Local Public Safety Protection Act of 2012, approved by the voters on November 6, 2012. The EPA funding is a component of an LEA’s total revenue limit or charter school general purpose entitlement.

Local Educational Agency Plan

The U.S. Department of Education (ED) provides guidance regarding ESSA and the development of California’s plan in support of the submission of Local Educational Agency (LEA) Plans and the awarding of federal funding. ESSA provides states with more flexibility to design accountability and systems of support that will align with current California reforms, such as the Local Control Funding Formula (LCFF) and Local Control and Accountability Plans (LCAPs).
